As your constituent, I strongly urge you to support a bill banning scholarship displacement.
In every state except Maryland, students risk receiving scholarships only to see their aid money get cut by the same amount. Colleges should not have the ability to reduce the aid package they promised to a student, simply because that student was lucky enough to receive an outside scholarship as well.
As a young American, the student debt crisis impacts my generation disproportionately. Scholarships give students a rare means of escaping the debt trap—displacement renders those scholarships meaningless.
